Delving into his career due to the influence of his father, who was a chauffeur for the Gulf Oil Company, Dr. Foley believed that those who pursued chemical engineering would rise to management in a quick and efficient manner. Upon attending school, he was delighted to learn that his strengths were in science and mathematics. Dr. Foley attended Manhattan College in 1964, obtaining a Bachelor of Chemical Engineering. In 1965, he attended the University of Wisconsin and earned a Master of Science. Concluding his pursuit of education, he earned a Doctor of Philosophy in chemical engineering from the University of Washington in 1968.
Amassing 50 years of professional experience in his field, Dr. Foley commenced his career as an engineer for the American Oil Company from 1968 to 1973. He subsequently rose through the ranks of success, becoming an engineer for the U.S. Environmental Protection Agency (EPA) from 1973 to 1986 and serving the organization in a number of different capacities, including roles within the National Exposure Research Laboratory and in the Office of Research and Development. He has served as a Rockefeller 100 RC Partnership Lead with the U.S. EPA since 2014. Among his other notable achievements, Dr. Foley is most renowned for conducting research and applying systems thinking to pollution issues, global contaminants transport, human and ecosystem exposure, and the use of earth-observing systems. He has also conducted research for systems analysis for sustainability and systems modeling.
A member of the American Institute of Chemical Engineers, Dr. Foley has accrued several accolades throughout his extensive career. The recipient of a Thank You Letter from President Bill Clinton in 1995, Dr. Foley also received the Presidential Meritorious Rank Award, numerous Bronze Medals from the U.S. EPA, the Sustainability Award, the Award for Research Apprenticeship Program from Shaw University, and the Award for North American Public-Private Partnership on Air Pollution. Notably, he has also been selected for inclusion in several editions of Who’s Who in America, Who’s Who in Science and Engineering, Who’s Who in the South and Southwest, and Who’s Who in the World.
