Dr. Chung received his education in Taiwan and at that time, he was particularly interested in engineering. That is why he chose to study engineering. He then continued his education in the United States. He earned a Bachelor’s Degree in electrical engineering from the National Taipei University of Technology in 1981. He then received a Master’s Degree in computer science from Stevens Institute of Technology in 1986. From there, he matriculated at New York University Tandon, receiving a Doctor of Philosophy in computer science in 1998.

The highlight of Dr. Chung’s career has been watching the success of his students and 14 of them completing their master’s thesis. He began his career in 1997, as a software developer at AT&T Laboratory, remaining until 1998. He then joined Lucent Technologies at Bell Laboratory as a member of the technology staff from 1998 to 2000. From there, he joined Long Island University Brooklyn in 2000 and continues at the institution to this day. He started as an assistant professor of computer science moving up to associate professor of computer science and since 2016, he has been a professor of computer science. He has also been an adjunct professor of computer science and engineering at NYU-Tandon. As a testament to his success, Dr. Chung has received an Outstanding Chapter Award from IEEE Systems, Man, Cybernetics Society in 2014, Distinguished Service Award from the Chinese American Academic & Professional Society in 2011, National Taipei University of Technology Outstanding Alumni Award from the NTUT 95th Anniversary Ceremony in 2006 and an Achievement Award from the International Multi-Conference in Computer Science and Computer Engineering in 2004 to 2005. He has also been listed in multiple editions of Who’s Who in America, Who’s Who in American Education and Who’s Who in the World.
