Samuel E. Hagins, federal energy manager and electrical engineer for the VA Medical Centers of Thomas E. Creek, Amarillo, Big Spring, and West Texas, has been recognized by Marquis Who’s Who Top Engineers for dedication, achievements, and leadership in engineering.

Raised by a father who worked as an amateur radio operator, Mr. Hagins has always been familiar with electronics. He initially obtained an associate’s degree in electronics engineering technology from York Technical College in 1981 before earning a Bachelor of Science in Electrical Engineering from the University of South Carolina in 1984 and a Master of Science in Electrical Engineering from the University of Dayton in 1989. Following service as an acquisitions officer as well as a captain and electrical engineer with the United States Air Force from 1984 to 1997, he established himself as an electrical engineer for the Sheppard Air Force Base in Wichita Falls, Texas from 1997 to 2007. He is gratified to have specialized in energy management due in part to former President Clinton’s executive order mandating the provision of a base energy engineer for every military installation. In his current role, he strives to implement energy and conservation programs related to renewable and solar energy.

Over the course of his career, Mr. Hagins has maintained professional affiliations with the National Society of Professional Engineers and the Association of Energy Engineers. For his contributions in the field, he is honored to have been presented with a multitude of awards and accolades, including numerous Federal Energy and Water Management Awards, the VA Energy Engineer of the Year Award, the Excellence Award from the Texas Commission on Environmental Quality, the VA Sustainability Achievement Award, the National Veterans Energy Team Award, and the Energy Star Facility Certification Award. For his Air Force Service, he is proud to have been a recipient of the Air Force Commendation Medal as well as the National Defense Medal. Furthermore, he has been featured in publications such as The Lancaster News and Vantage Point. Looking toward the future, he aims to enjoy his retirement while supporting his children in their respective endeavors.
