Charlene R. Palmer, Vice President and Regional Manager at TRC Companies, Inc., has been recognized by Marquis Who’s Who Top Engineers for dedication, achievements, and leadership in the field of infrastructure engineering.

Drawing on over 40 years of professional experience, Ms. Palmer oversees Southern California operations in her current role with TRC Companies, Inc. She previously excelled as principal of the Southern California region for NCE, an engineering, planning and environmental firm, from 2016 until 2022. She additionally is the owner, director and curator of a fine arts gallery called C Gallery on Broadway.

Prior to embarking on her fulfilling career, Ms.  Palmer earned a bachelor’s degree in civil engineering from Ohio State University in 1981. She also holds a bachelor’s degree in environmental science from the same institution. To keep attuned to trends and important updates in her field, Ms. Palmer has held memberships in the Construction Management Association of America, the American Society of Civil Engineers, the American Public Works Association and the Women’s Transportation Seminar. She additionally has served as a transportation panel member with the Los Angeles Business Council.

The first woman to receive the Young Engineer of the Year Award for the Commonwealth of Kentucky, Ms. Palmer knew at a young age that she wanted to become a scientist. She pursued a career in engineering in order to pursue work that would contribute to the safety and welfare of her community. She is particularly proud of becoming the first woman to become president of the Professional Engineering Society of Kentucky. The position afforded her the opportunity to work with the Society of American Military Engineers and the American Consulting Engineers Engineering Council to create a leadership program in 1996 for professional engineers. Twenty-four other states have since emulated the program.

Recently invited to serve as the commencement speaker at a local technical college, Ms. Palmer in the coming years anticipates the chance to mentor younger engineers, with an emphasis on inspiring the next industry’s generation to focus on environmental and social justice. An active participant in various civic and community groups in Southern California, she looks forward to serving on the panel of the 2028 Summer Olympics, which will be held in Los Angeles.
