Since 2019, Mr. Cowan has worked as the deputy program manager and test and requirements manager for Amyx Inc. In 2018, he served as a test manager with Northrop Grumman, and from 2017 to 2018, he was a proposal manager with the same organization. Mr. Cowan began his career with Northrop Grumman, serving as a test engineer for the United States Army Test and Evaluation Command in 1994, a team lead from 1994 to 1996, a test lead from 1996 to 2003, and a program manager from 2003 to 2005. From 2005 to 2017, he garnered experience as a program manager with Northrop Grumman.

In preparation for his career pursuits, Mr. Cowan attended the Washington University in St. Louis, graduating with a Bachelor of Science in electrical engineering in 1994. He later completed graduate studies in electrical engineering at The George Washington University in 2004. In 2007, He completed graduate coursework in cybersecurity and program management at the University of Virginia.

Alongside his formal degrees, Mr. Cowan holds a graduate certificate in cybersecurity from the University of Virginia. He is a Six Sigma Black Belt and has completed Certified Scrum Master Training. For his career accomplishments, he has been recognized with a national Black Engineer of the Year award in 2002, along with a Mr. Engineer award from the Washington University in St. Louis. To keep abreast of developments in his field, Mr. Cowan is a member of the Project Management Institute and the International Test Evaluation Association.

Mr. Cowan has been a donor to the American Cancer Society, United Methodist Church, and the Salvation Army. He attributes his success to his Christian faith and the love and support of his family. In the coming years, given his exemplary professional performance, he hopes to be promoted to a director position. In his free time, Mr. Cowan enjoys spending time with his family and church. He also enjoys camping, golf, and mentoring.
