Prior to this role, he was the owner of William Miller Consulting & Engineering from 2009 to 2022 and an engineering manager with AKT Development from 2006 to 2009. From 1999 to 2006, Mr. Miller garnered experience as a program manager with Harris & Associates Inc., before which he was a senior civil engineer in planning with the Contra Costa Water District from 1994 to 1999 and an associate engineer with Brown and Caldwell from 1989 to 1994.
To prepare for his career in engineering, Mr. Miller attended California Polytechnic State University, San Luis Obispo, graduating in 1988 with two bachelor’s degrees in civil engineering. In 1989, he concluded his higher education at the University of California, Berkeley, obtaining a Master of Science in sanitary environmental engineering. Mr. Miller holds his professional engineering license and maintains affiliation with numerous organizations related to his professional pursuits. He is the past president of the Bay Area Water Works Association and the San Joaquin Valley Branch of the Sacramento station with the American Society of Civil Engineers. Mr. Miller attributes his success to his wife, who has been his biggest supporter. In his spare time, he enjoys playing tennis and farming.
