Mr. Arthur is an experienced business professional who has served as the president and chief engineer at ALL Consulting in Tulsa, Oklahoma, since 1999. The company maintains a diverse client base from various industries, including waste management, oil and gas, and state agencies. ALL Consulting also works with the Defense Fund, which involves collaborating with carbon registries and green energy companies.
In his leading role, Mr. Arthur collaborates with various leadership members and department heads, including environmental and water, as well as commanders and district office leadership. He also provides litigation support as an expert witness and conducts research for the U.S. Department of Energy.
In addition to his role at ALL Consulting, Mr. Arthur has been the chief technology officer at True Methane Technologies in Tusla and the president of One Tonne Capital in Fort Worth, Texas, since 2024. He has also been instrumental as the director of operations at DynaVert Holdings in Tulsa and the vice president of Well Plugging Initiatives, CSR Services LLC, in Tulsa since 2023.
Earlier in his career, Mr. Arthur worked as a project manager and engineer at CH2M HILL from 1988 to 1999. He also garnered success as an engineer and enforcement officer with the U.S. Environmental Protection Agency between 1985 and 1988, as a field engineer at Cuesta Energy from 1981 to 1983, and in well services at Halliburton between 1979 and 1981.
Mr. Arthur studied at Missouri University of Science and Technology, earning a Bachelor of Science in petroleum engineering in 1986. He is also a registered professional petroleum engineer in 35 States. Mr. Arthur’s education has been pivotal in his professional success and ability to excel in the oil and gas, water, and environmental sectors.
Mr. Arthur was elected a fellow of the Geological Society in 2023. He has also been an active member of several other industry-related organizations, such as the International Association of Well Control Instructors, the Ground Water Protection Council, the Interstate Oil & Gas Compact Commission, the American Association of Petroleum Geologists, and the American Society of Civil Engineers.
Among his many career accomplishments, Mr. Arthur was selected by the U.S. Department of Energy as an expert consultant on a national program and was appointed to the California Council of Science and Technology. A well-written writer, he has contributed dozens of articles to numerous professional and research journals. He has covered topics such as hydraulic fracturing, water and sale gas development, and water management.
In light of his success, Mr. Arthur received a Distinguished Lecturer Award. As a testament to his hard work, ALL Consulting was recognized as one of the top 50 fastest-growing companies.
