Robert E. Leslie Jr., senior engineer II at AtkinsRéalis, has been recognized by Marquis Who’s Who Top Engineers for dedication, achievements, and leadership in engineering.
Mr. Leslie, a seasoned engineer of over 30 years, joined AtkinsRéalis in Baton Rouge, Louisiana, a Canadian company that provides clients engineering, design and project management services. As a senior engineer II since 2023, he has been leveraging his tenure by participating in engineering design and project management for the company. As a technical assistance advisor to state emergency managers, Mr. Leslie provides his expertise for benefit-cost analyses for the hazard mitigation grant program and other hazard mitigation assistance grants, as well as for the Federal Emergency Management Agency (FEMA) Public Assistance Program and the U.S. Department of Transportation road and bridge grants. Among other tasks, he serves as a benefits cost analyst, subject matter expert and trainer for FEMA personnel and other stakeholders.
Before joining AtkinsRéalis, Mr. Leslie was a senior engineer at Fenstermaker in Baton Rouge from 2022 to 2023. His role encompassed serving as a technical advisor and project manager for hydrologic design and environmental restoration projects for public- and private-sector clients. Mr. Leslie also served as an environmental engineering department manager at Quality Engineering & Surveying LLC in Port Vincent, Louisiana, between 2021 and 2022. This role included consulting services to communities and private land developers in hydrology and environmental engineering.
Mr. Leslie’s extensive background also included leading roles at IEM, a global consulting firm, FEMA, and Ambienta Consulting Services LLC, which he co-founded and provided environmental management and technical solutions on the Gulf Coast and West Coast. His career dates back to 1991, when he became a project engineer at ERM-Southwest Inc., a business consulting and services company based in London, where he provided environmental management and engineering services to industrial and commercial clients.
In preparation for his future, Mr. Leslie received a Bachelor of Science in physics from the University of Texas at Arlington in 1989 and a Master of Science in civil engineering from Tulane University in 1991. He also received multiple professional credentials, including as a professional engineer in California, Louisiana, Texas and Mississippi, as a certified floodplain manager through the American Society of Floodplain Managers, and with Occupational Safety and Health Administration credentials.
Among many notable achievements during his 30-year tenure in civil engineering, Mr. Leslie has garnered extensive experience in client coordination, site investigation, engineering design, engineering project management and environmental regulatory compliance management. He has notably designed and managed programs that have ranged up to $30 million. Mr. Leslie also received recognition from the Environmental Protection Agency’s Region Six compliance assurance and enforcement division for implementing the RCRA 3008(h) Order for interim measures and removal actions at SBA Shipyards.
Besides his professional and educational accomplishments, Mr. Leslie has been serving as the vice president of the Baton Rouge Geological Society since 2024. He is also affiliated with the Louisiana Engineering Society, the Louisiana Floodplain Management Association, and the Association of State Floodplain Managers.
