Rodrigo Gomez Cobo, head of internal audit for North America at OHLA USA / OHLA Group, has been recognized by Marquis Who’s Who Top Engineers for dedication, achievements, and leadership in construction management.

Establishing his credentials over the last 15 years, Mr. Gomez Cobo has served as the head of internal audit for North America at OHLA USA since 2022. Part of the international OHLA Group, OHLA USA employs more than 1,600 construction and engineering professionals delivering bridges, highways, mass transit, tunnels, and other complex infrastructure projects across the United States. As the head of internal audit for North America, Mr. Gomez Cobo leads audits covering compliance, finance, operations, and technical areas. He is responsible for ensuring industry’s best practices, strengthening cost-control systems, and enhancing efficiency across all operations in North America.

Before joining OHLA USA, Mr. Gomez Cobo worked at Ferrovial Construction in Texas from 2017 to 2022, progressing through successive roles as project manager, deputy project controls manager, and project controls and contract manager. In these positions, he contributed to the nearly $2 billion NTE 35W Segments 3A, 3B, and 3C public-private partnership/design-build project in Fort Worth, Texas. This major highway renovation included the full reconstruction of main lanes and frontage roads, construction of direct connector ramps, and the addition of two new TEXpress managed lanes in each direction over a 13-mile corridor, transforming transportation options in the North Texas region.

Mr. Gomez Cobo’s earlier experience includes serving as project manager at Isolux Corsan from 2016 to 2017 on the $325 million I-69 Section 5 3C public-private partnership/design-build project in Indiana, after relocating permanently from Spain. From 2012 to 2016, he was proposal manager in Isolux Corsan’s International Technical Division in Madrid, overseeing business development and competitive bids across the USA, Europe, the GCC, Central Asia, India, and Africa. Mr. Gomez Cobo began his career in 2010 at Swiftcurrent Motor Inn in Montana’s Glacier National Park.

Mr. Gomez Cobo’s professional achievements are grounded in his academic journey. He earned a Master of Science in civil engineering from the Universidad Politécnica de Madrid in 2012 and has since pursued continuous professional development. His training includes a certification as a Project Management Professional (PMP®) from the Project Management Institute, contract management from Headspring Executive Development, specialized training in construction finance and negotiation, and Occupational Safety and Health Administration construction safety and health through Texas A&M University. Most recently, he completed generative artificial intelligence courses with the Project Management Institute.

Throughout his career, Mr. Gomez Cobo has specialized in large-scale infrastructure projects delivered through design-build and public-private partnership methods. He combines engineering knowledge with expertise in project finance, contract management, cost control, and strategic planning, while applying strong interpersonal and communication skills in leadership roles. Among his key achievements, he developed and implemented cost-control structures that strengthened financial performance and risk management on complex infrastructure projects. As a commitment to his field, Mr. Gomez Cobo has been an active member of the Project Management Institute (PMI®) since 2017 and the Institute of Internal Auditors (The IIA) since 2022.

Outside of his professional endeavors, Mr. Gomez is a devoted husband and father. He enjoys running, reading history and biographies, exploring art and music, traveling, and following sports such as soccer, basketball, and American football. He has maintained membership in the Real Madrid Club de Fútbol since 2001.

Looking ahead, Mr. Gomez Cobo seeks to further contribute to the U.S. infrastructure industry by advancing economic growth, connectivity, and public safety through critical transportation projects and heavy civil works, while promoting transparency, efficiency, and accountability.
