Jeff Jacobs, senior programmer designer at Gupta & Associates Inc., has been recognized by Marquis Who’s Who Top Engineers for dedication, achievements and leadership in water and wastewater treatment design.
Mr. Jacobs has established an esteemed career in water and wastewater treatment design, instrumentation and control systems, and electrical power layouts marked by his expertise and leadership. Since 2007, he has excelled as the senior programmer designer at Gupta & Associates, Inc., where he is responsible for designing control systems and ensuring operational power for water and wastewater treatment facilities. His work encompasses nearly all aspects of project delivery, with a focus on reliability, safety and long-term performance.
Prior to joining Gupta & Associates, Inc., Mr. Jacobs worked as an instrumentation specialist at WHF Electrical Contractors Inc. from 2002 to 2006. In this capacity, he applied his technical knowledge to the installation and maintenance of complex electrical systems, further honing his skills in troubleshooting and system optimization.
From 2000 to 2001, Mr. Jacobs served as a staff engineer at Westin Engineering, now known as Raftelis Financial Consultants, Inc. During this time, he contributed to engineering projects that required both analytical acumen and practical problem-solving abilities. His responsibilities included supporting project development and implementation across various sectors.
Between 1997 and 2000, Mr. Jacobs found success as a project engineer at U.S. Data. In this position, he played a key role in developing solutions for industrial clients, focusing on integrating software with hardware to improve operational efficiency. Mr. Jacobs began his career as a system specialist at Vinson Process Controls from 1988 to 1996. During this period, he gained foundational experience in process automation and controls, working with clients in industries such as petrochemicals, pulp and paper, pharmaceuticals and manufacturing.
In addition to his primary roles, Mr. Jacobs has made significant contributions to the Texas Water conference for over 15 years. As the statewide coordinator for the electrical event within the Operations Challenge, he designs tasks, selects judges and oversees teams as they address complex electrical issues under time constraints. He has also presented a paper at the conference, demonstrating his commitment to advancing industry knowledge despite the competitive selection process for presenters.
Mr. Jacobs is a member of both the Water Environment Federation and the Water Engineering Association of Texas, reflecting his dedication to professional development and industry standards. He is also recognized for mentoring younger engineers, sharing his experience and fostering growth among emerging professionals.
To support his professional ambitions, Mr. Jacobs completed coursework in electrical engineering at St. Louis Community College in 1985 and Frank Phillips College in Borger, Texas, in 1986. He subsequently pursued undergraduate coursework in instrumentation technology at Texas State Technical College-Amarillo in Texas in 1988. Largely self-educated beyond these formal studies, Mr. Jacobs credits his determination, problem-solving mindset and willingness to learn as key factors in his success. He emphasizes listening to clients’ needs and designing systems that prioritize reliability and longevity — often aiming for equipment lifespans of at least two decades.
Throughout his career spanning more than 25 years specializing in water and wastewater treatment, Mr. Jacobs has also contributed to projects involving petrochemicals, pharmaceuticals and manufacturing, including work on toner production for Xerox and base materials for Owens Corning, with contracts across diverse industries. His approach centers on practical solutions that ensure stable production while adapting to evolving technologies. Among his accolades is a national award from Owens Corning Fiberglass recognizing outstanding achievement. His commitment to excellence extends beyond technical expertise; he is proudest of finding his wife and building a family together — a personal milestone he considers his greatest accomplishment.
Born in Diamond, Mr. Jacobs enjoys tinkering with cars during his personal time. He is dedicated to continuous improvement within his company by enhancing service efficiency and reducing costs—always mindful that public resources fund essential infrastructure projects. His ongoing goal is to ensure clean, safe drinking water remains accessible despite increasing regulatory demands and emerging contaminants by streamlining processes while maintaining public trust.
