Bill Luan, Senior Program Manager for the EdgeAI Team at Google, has been recognized by Marquis Who’s Who Top Engineers for dedication, achievements and leadership in Technology.

Mr. Luan has established an illustrious reputation as an expert in technology, culminating in a career spanning four decades and encompassing significant contributions to automation, software development and artificial intelligence (AI). Most recently, he served as a senior program manager for the EdgeAI team at Google from 2024 to 2025, where he played a pivotal role in advancing edge computing and AI solutions.

Previously active with Google’s Coral Team, Mr. Luan spent 2018 to 2024 as a senior program manager, focusing on developing hardware and software platforms that enable machine learning at the edge. His expertise in AI was further demonstrated during his tenure as a senior program manager on the HealthAI team.

From 2008 to 2018, Mr. Luan excelled as a senior program manager and regional lead for developer relations at Google. During that decade, he fostered relationships with developers across regions, supporting innovation and the adoption of Google’s technologies worldwide.

In 2005, Mr. Luan expanded his professional scope by managing software development projects for Shanghai Jiaotong University Press, further demonstrating his versatility in project management within academic publishing.

Before joining Google, Mr. Luan spent a decade at Microsoft from 1998 to 2008. He began as a program manager for Windows CE and Windows Embedded before advancing to lead program manager overseeing business initiatives and executive briefings. Mr. Luan’s work contributed to Microsoft’s global reach in embedded systems and enterprise solutions.

Among his earlier positions, Mr. Luan excelled as a product manager at Motorola Mobility LLC in Atlanta, Georgia. There, he made a lasting impact by designing software for the first generation of two-way pagers. These devices allowed users such as doctors, police officers and firefighters to respond directly to messages during emergencies. The significance of this innovation was especially apparent during the events of September 11th, when two-way pagers facilitated critical communication among first responders after mobile networks were overwhelmed.

Earlier in his career, Mr. Luan served as a senior software engineer at Attachmate from 1993 to 1996 and as a senior systems engineer at Whesole Coggins Inc. from 1992 to 1993. He also worked as a systems engineer at Siemens between 1991 and 1992, where he applied his engineering expertise to industrial automation projects. Mr. Luan’s foundational experience was established during his roles as a senior electrical engineer at Reynolds Metals Company from 1988 to 1991 and as an electrical engineer at Owens-Illinois Inc., beginning in 1985.

Mr. Luan’s academic background provided a strong foundation for his professional accomplishments. He earned a Bachelor of Science and a Master of Science in electrical engineering from Southern Illinois University Edwardsville in Edwardsville, Illinois, in 1984 and 1985, respectively. Inspired by a distant relative who was a professor at Southern Illinois University after studying in the U.S. decades earlier, Mr. Luan immigrated to the U.S. from Shanghai, China, in 1980 to pursue higher education.

In addition to being a member of the Institute of Electrical and Electronics Engineers, Mr. Luan has been invited to speak to multiple engineering societies, sharing insights from his extensive experience in technology development and project management.

Mr. Luan is also dedicated to civic engagement and philanthropy. He serves on the board of the Southern Illinois University Edwardsville Foundation and established a $1 million scholarship endowment at his alma mater that sponsors two students annually. This commitment sustained for nearly a decade.

Beyond his professional pursuits, Mr. Luan is passionate about photography, a hobby that flourished during his years at both Microsoft and Google. His landscape photographs have been featured internally on platforms such as IMX PIN for Google TV, Chrome devices and Android products. Nearly a dozen images have appeared on Google TV worldwide. Additionally, one of Mr. Luan’s images of Crater Lake in Oregon was selected for a Windows desktop wallpaper project themed “My Country,” earning him an award and recognition among his peers.

Among his most notable achievements throughout his career was Mr. Luan’s design and implementation of factory automation systems for glass manufacturing across 24 factories nationwide and the creation of silicon paper processes for aluminum sheet production used in soft drink cans. The enduring operation of these systems underscores their significance as millions of bottles and cans produced using his designs continue to reach consumers across the U.S.

Throughout his career, Mr. Luan has been recognized with numerous awards from leading organizations, including Google, Microsoft and CIE-USA. He was also inducted into the Alumni Hall of Fame at Southern Illinois University, Edwardsville, in 2016.

Having recently retired after 40 years in high-stress technology roles, Mr. Luan looks forward to remaining active with his alma mater’s foundation and to pursuing additional charitable work or business consulting opportunities. He hopes to be remembered for building systems that continue to benefit businesses and consumers, from factory automation producing millions of bottles and cans to widely used software platforms, and for leaving behind contributions that support future generations through education and philanthropy.
