Mr. Quiros has established a distinguished career spanning three decades, marked by expertise in electrical engineering and construction project management. Since 2021, he has served with the U.S. Air Force, holding the title of electrical engineer NH3. In this capacity, Mr. Quiros manages construction projects through all phases, from planning and design to execution and closeout. His responsibilities include coordinating with stakeholders to ensure alignment on project objectives, overseeing documentation for accuracy and completeness, monitoring schedules and budgets for timely and cost-effective delivery, and supervising maintenance contractors to guarantee quality and compliance. Mr. Quiros is also tasked with maintaining base facilities, including buildings, utilities, runways and infrastructure, enforcing standards for operational readiness and safety, validating contractor performance, safeguarding taxpayer funds by preventing waste or abuse and ensuring all activities adhere to regulatory requirements.
Among Mr. Quiros’s most notable achievements in this role has been his management of over five concurrent projects simultaneously despite a reduction in departmental personnel. Under his leadership, the unit became the first within the U.S. Department of Defense to install an organic drone detection and jamming system, referred to as an “organic drum buster.” This pioneering initiative has enhanced base security by monitoring and neutralizing unauthorized drones, a critical advancement given current global tensions involving Iran and the conflict between Ukraine and Russia. The success of this project is expected to influence similar installations across military bases nationwide.
From 2008 to 2021, Mr. Quiros served as a construction electrician chief petty officer in the U.S. Navy Reserve. During this period, he gained extensive deployment experience, including service in Afghanistan from 2012 to 2013, multiple deployments across six African countries under AFRICOM between 2015 and 2016, and service in Bahrain in 2014. Mr. Quiros also participated in construction missions throughout Europe, including Spain, Poland and Germany, and contributed to various projects across several states within the U.S.
In his civilian career, Mr. Quiros excelled as a technical subject matter expert at HII Technical Solutions, a division of Huntington Ingalls Industries, from 2018 to 2020. Specializing in data centers and submarines’ electrical and data systems, he supported U.S. Navy ship and submarine overhauls as part of contractual work with the military branch.
Between 2010 and 2018, Mr. Quiros was a service assurance engineer at CenturyLink. Earlier still, he was involved in operations, sales and purchasing, quality assurance and export/import compliance at Cosmos Aero Systems Corp., from 2003 to 2008, a company he co-founded with his second wife that specialized in brokering aircraft and helicopter parts.
Highly educated, Mr. Quiros obtained a bachelor’s degree in systems engineering from UNEXPO – Vicerrectorado Puerto Ordaz, in 2001. He later received a master’s degree in network and communications management and a graduate certificate in wireless communications from the Keller Graduate School of Management at DeVry Educational Development Corporation in 2015. Mr. Quiros also received technical professional continuing education in acquisition environmental construction engineering management from the U.S. Air Force Institute of Technology, as well as a multitude of professional credentials. More recent designations have included certification in intermediate facilities engineering from the Defense Acquisition University, an edX verified certificate for project delivery methods and contracts in construction management, the completion of medical service dog handler training from Guardian Angels Medical Service Dogs Inc., grounding systems and XGSLab software for performing analysis from EasyPower Software, and industry-standard project management from Air University.
Mr. Quiros’s professional affiliations are extensive. He is a member of numerous organizations, including multiple Institute of Electrical and Electronics Engineers (IEEE) societies, such as the IEEE Power Electronics Society technical committees on aerospace power, the Society of Hispanic Professional Engineers, the American Society of Mechanical Engineers and the American Federation of Government Employees. Civically invested, Mr. Quiros maintains affiliation with organizations like the Tunnel for Towers Foundation, the Humane Society of Greater Miami and Habitat for Humanity of Greater Miami. He is also a life member of the Veterans of Foreign Wars, Disabled American Veterans and the American Legion. Notably, his early volunteer work with Grupo de Rescate Caracas inspired him toward military service where he could defend those unable to protect themselves.
Mr. Quiros was recently honored as the unofficial Civilian Employee of the Year by his unit within the Civil Engineering Flight. He has also been recognized with many other accolades throughout his career, including the Global War on Terrorism Award by Veterans of Foreign Wars, a Navy-Marine Corps Achievement Medal Gold, a Navy Rifle Marksmanship Ribbon, a Unit Commendation from the U.S. Navy and, among many others, a Letter of Appreciation from the U.S. Naval Forces Central Command. Mr. Quiros attributes his success to trusting his instincts while maintaining strong self-belief, a mindset shaped by humble beginnings in a developing country that instilled an inner drive not only for personal advancement but also for helping others globally.
Through unwavering determination and a commitment to excellence, Mr. Quiros has become a recognized leader in the electrical engineering and construction project management fields, earning respect from peers and colleagues alike, while making a lasting impact on communities. Looking ahead, he intends to remain committed to excellence within the engineering field, obtain a professional engineer license, pursue Project Management Professional certification, and possibly pursue doctoral studies to advance his career.
