In this capacity, he is responsible for checking alarms, performing maintenance on critical equipment, installing radios and global positioning systems, implementing camera systems, conducting repairs and monitoring system performance. From 2023 to 2024, Mr. Foresee worked as a radio frequency engineer with Structured Communications in Everett, Washington. There, he oversaw public safety upgrades for police and fire departments, ensuring reliable communication infrastructure for emergency services. Mr. Foresee’s earlier experience included serving as a radio technician-journeyman at Day Wireless Systems in Burlington, Washington, between 2022 and 2023. In this position, he installed radios and related equipment in police and fire vehicles, further developing his technical expertise in field communications.
From 2021 to 2022, Mr. Foresee held the position of senior radio tower technician at StarTouch Inc. in Bellingham, Washington. He was responsible for maintaining and upgrading radio tower systems essential to regional communications networks.
Before pivoting into the civilian sector, Mr. Foresee’s professional journey began with service in the U.S. Marine Corps as a satellite communications technician between 2016 and 2020. During his tenure, he advanced to serve as a communications chief, overseeing the daily training, education and physical fitness of approximately 25 U.S. Marines. Mr. Foresee’s military service included deployments to the Philippines, Okinawa and Camp Pendleton. Notably, he earned the instructor qualification in water survival, one of the most demanding training courses, preparing him to serve as both a lifeguard and instructor under challenging conditions.
Mr. Foresee’s educational background has been instrumental in shaping his career trajectory. He recently acquired an Associate of Science in pre-engineering from Yavapai College in Prescott, Arizona, in 2026. Mr. Foresee also holds several industry-recognized certifications that have contributed directly to his professional accomplishments, including 30-Hour certification from the Occupational Safety and Health Administration Safety Training Institute, designation as a certified fiber optic technician from the Fiber Broadband Association, and credentials as an Omnicast security system administrator from Genetec Inc. Additionally, he completed the advanced satellite operators course through the tactical systems support activity and tactical combat casualty care training program with the U.S. Marine Corps.
Active within the industry, Mr. Foresee is a member of the International Association of Broadcast Engineers and Cisco Systems Inc., reflecting his commitment to ongoing professional development within his field. Beyond his professional pursuits, he is civically engaged as a member of the Veterans of Foreign Wars. Mr. Foresee also serves as the head boys’ soccer coach for the American Youth Soccer Organization and contributes as a conditioning coach for a local high school wrestling team.
Throughout his career, Mr. Foresee has demonstrated expertise in operational technology and telecommunications. Among his most notable achievements was at Central Arizona Project, which included the successful splicing, connecting, testing and activation of over 190 strands of fiber for a new campus building during his first year employed by the organization. This project, initially budgeted at $500,000 for external contracting, was completed solely by him due to his advanced certification and extensive experience in fiber splicing. Notably, Mr. Foresee’s efforts eliminated the need for the full contract budget.
Mr. Foresee attributes his success to unwavering discipline instilled by military service, a strong desire for continuous improvement and deep commitment to his family. Influenced by his uncle, a brigadier general in the U.S. Marine Corps who broke barriers as the first person of Hispanic descent to reach that rank, he has aspired to emulate such leadership throughout his own career. The support of Mr. Foresee’s wife has also been pivotal during challenging times, both professionally and personally.
In recognition of his achievements, Mr. Foresee has received numerous awards, including Commendation Medals from both the U.S. Navy and the U.S. Marine Corps and a Letter of Appreciation from the commanding officer of Bravo Company within Marine Forces Special Operations Command. He was also honored with a Letter of Commendation from the mayor of Seattle and Snohomish County, and a Letter of Achievement from the general manager at Central Arizona Project.
Mr. Foresee balances an active personal life with professional commitments. A musician since high school who initially received musical scholarships before enlisting in military service, he continues to play bassoon, saxophone and trombone, while fostering musical interests among his six children. Looking ahead, Mr. Foresee intends to complete his degree, a Bachelor of Science in electrical engineering, which he is currently pursuing at Arizona State University, while balancing work and family responsibilities. He also intends to earn a doctorate in optical engineering while advancing professionally toward supervisory roles within operational technology at Central Arizona Project.
