Mr. Neisan laid an educational foundation, earned a Bachelor of Science in physics from California State University, Fresno, a Master of Science in physics from San Jose State University, and a Master of Science in Electrical Engineering from the University of Colorado in 1997. He has also completed PhD coursework in material science at the University of Denver and in nuclear physics at Utah State University.

Throughout his career, Mr. Neisan has specialized in advanced material research, focusing on cutting-edge techniques such as real-time topological transitions, axial phase transformations, and molecular-level intelligent materials. His expertise extends to structural resolution, transient optical and magnetic properties, and global resonance frequency exploration. He has significantly contributed to developmental projects, including lattice geometrical variation, responsive materials, and nano-cell development. His work in biophysics includes experimental research on E. coli deactivation using polychromatic UV and radical mechanisms. In electromagnetics and optics, he has contributed to microwave cavity magnetron design, antenna modeling, and optical signal processing. His research spans liquid crystals, holograms, semiconductors, and advanced materials for optical data processing, demonstrating proficiency in scanning tunneling microscopy, Mossbauer spectroscopy, and X-ray diffraction.
